Challenge

Our client was planning a large multi-well onshore drilling campaign and wanted to test the resilience and competence of the Crisis and Emergency Management systems in-place, and to recommend improvements to achieve an optimum Emergency Response set-up given any constraints identified or  observed.

Approach

Following a consultation with relevant client  stakeholders locally, remotely and onsite, the Telos team developed a suitable ER table-top exercise for participants to practice their response to a theoretical, but serious un-contained incident at the wellsite. 

Following the table-top exercise, the Telos team developed and undertook a full-scale onsite emergency response exercise based on a realistic scenario and threat,  centred around the client’s planned operations.

Observations and reports following both exercises were recorded and lessons captured for improvements and coaching.

Solution

The table-top exercise was delivered remotely via Teams through a succession of injects and time jumps. 

The exercise facilitator prompted the client emergency response team as required throughout the exercise to cover all response actions necessary at each stage of the response. 

The full scale onsite emergency response exercise was delivered by two facilitators, one based at the well-site and the other one in the emergency response room.

Outcome

The exercise provided significant opportunities for the ER team to practice their individual and collective roles in case of an emergency and reinforce their competence and readiness. 

Observations made by the trainers identified areas for improvement in the existing emergency response arrangements.

Improvement suggestions were discussed with the client and once validated, Telos updated the documentation gaps accordingly.
