Challenge

Our client was preparing to complete the build of a modular drilling unit (MDU) located in Norway and prepare the unit for market entry into the UK, Irish and Dutch sectors. 

To remove and reduce uncertainties with regards to the suitability of the unit to operate within the desired sectors, our client requested that we conduct an evaluation of the current condition and compliance of the unit with reference to the requirements of legislation and regulation in those areas.

Approach

We mobilised a specialist team of drill rig asset integrity and compliance experts to our client’s workshop location in Norway where an intensive 14-day onsite assessment was conducted.  A further 7-days of analysis and report development was conducted back in the UK within the Telos offices.

Solution

During the time onsite, an assessment of project progress, equipment status as well as a review of documentation was undertaken to provide the necessary detail to compile the summary and detailed findings within the executive report.

Outcome

The Telos team identified significant deviation between reported build status and reality. Prior to the survey, the reported overall project status was: 95% complete, and 0% commissioned. The Telos estimation following the survey and project schedule review found the build status at 75% complete, and 0% commissioned.

Compliance issues were identified in many areas. Following our investigation, it was found that build specification and the requirements of regional legislation were not aligned.
