Challenge

Our client is a significant Oil and Gas Operator on the UKCS undertaking a large amount of decommissioning activity in 2021 and beyond. 

As part of their verification and audit programme they wanted to confirm that the primary sub-contractor was meeting their obligations under Construction, Design and Management (CDM) 2015 and Project Managing the scope aligned to the contractual specifications.

Approach

The Telos team reviewed all regulatory and contractual governance, information and supporting documentation associated to the sub-contractors’ obligations prior to formulating a robust audit schedule and ‘Question Set’.

Additionally, we applied particular focus on ‘unplanned’ change and the management of strategic change which typically has a direct impact on the risk profile.

Solution

he Telos team conducted an ‘on-site’ audit at the decommissioning yard over a 2-day period with key client personnel involved in project management and compliance to the CDM 2015 regulations.

This culminated in a ‘Closing Meeting’ where all findings were presented to the ‘Auditees’  for their agreement and or further discussion.

Outcome

The Telos team presented the client with a comprehensive report confirming compliance to the relevant regulations or contractual requirements , whilst highlighting any areas that needed additional focus or corrective action.

The report was well received by all parties, and we also were commended for the quality of the report and the professionalism displayed whilst on site at the decommissioning yard.
