Challenge
Our client was planning to build a new refinery in Libya. The ‘South Refinery’ would be designed to have a capacity to process 30,000 barrels per day of crude oil and become strategic infrastructure for the area. An Environmental Impact Assessment (EIA) had to be undertaken ahead of project sanction.
The main project elements included :
- Installation, commissioning and operation of the refinery itself, including process units and power station,
- Two new pipelines,
- Road construction.

Approach
Telos put forward an integrated team of International and Libyan experts who combined their technical skills, understanding of the project intricacies, industry good practices – with their knowledge of the local environment and regulatory context, to deliver the scope.
To ensure accuracy of the project information and highlight potential areas of concern as early as possible, the need to maintain close and regular communication with client and other key stakeholders was identified as a requirement throughout the project.
Solution
Shortly after project kick-off, Telos led a scoping workshop with the client to discuss and agree the study limits and assumptions, project alternatives and baseline survey program.
An ENVID was then organised in Tunis during which the project environmental aspects and key mitigation measures were identified and discussed between representatives from a broad set of disciplines. A number of actions arose from that workshop and were captured in the report.
The baseline survey program included air, soil and water sampling and analysis, radiometric measurements for NORM, noise measurement, and flora and fauna ecological survey.
Air and noise modelling studies were also commissioned to quantify associated impact.
Compiling and interpreting all the above, the EIA team assessed the impact of the proposed project on the local environment and presented the results in a report ready for submission to the authorities.
A commitment register was also prepared to enable the project to take forward all commitments included in the EIA.
Outcome
The EIA was approved by the authorities with no comments to address.
